INSTRUCTORS
LUCAS HANBACK is co-chair of Rogers Joseph O’Donnell’s nationally recognized Government Contracts Practice Group. Named a “Next Generation Partner” by Legal 500, he litigates government contracts matters before the Court of Federal Claims, GAO, and Boards of Contract Appeals. Lucas also provides counseling on ethics, compliance, pricing, disputes, and more. Previously a government contractor and Marine Corps officer, Lucas served in Iraq and Afghanistan, where he was commended by the Deputy Under Secretary of Defense for his performance.
MODULE: VALUE OF GOVERNMENT CONTRACTS
JIM WILLIAMS has over 40 years of public and private sector experience, including 30 years in the U.S. Federal Government. He served as Acting Administrator of the U.S. General Services Administration (GSA) and the first Commissioner of GSA’s Federal Acquisition Service. He led the U.S. Department of Homeland Security’s US-VISIT Program after 9/11 and held senior positions at the IRS. Jim has received numerous awards, including two Presidential Rank Awards, and holds an MBA from George Washington University.

DAVID DRABKIN has 42+ years of federal government contracting experience, including roles at DoD, GSA, and the U.S. Senate. He has worked for Northrop Grumman and Dixon Hughes Goodman. Dave chaired the Section 809 Panel and served on the Acquisition Advisory and MAS Panels. He is the Chair of the Procurement Round Table and serves on the boards of the Public Contracting Institute and NCMA. Dave holds a JD from Cumberland School of Law and a BA from Washington & Jefferson College.

GREG GIDDENS is a senior executive with 36+ years of experience in engineering, management, procurement, and program management, including 17 years in the Senior Executive Service. He co-founded Potomac Ridge Consulting, specializing in delivering solutions to meet critical agency needs. Greg served as Principal Executive Director for the VA’s Office of Modernization and Chief Acquisition Officer, overseeing nearly $20B in spend. He is a Fellow of NAPA and has received multiple awards, including the Presidential Rank Award.
